General Write-up
I spent way too long trying to figure out the precise conditions that will trigger the dialogue prompt for the "Sweet Victory" achievement, so I am including the save files in this guide. If you'd rather not download things from the internet then follow the procedure below, and if you can't be bothered then you can go straight for the links and save yourself a couple of hours of your life.

There are two files, one is before the first ice cream prompt, the other is after. On both save files all you have to do is press "end turn" and follow the last bit of the step by step part of this guide (18-23 of next section).

Download from the link and then the address to insert these at on your PC is:
(whatever drive your OS is on)/Users/(Your username)/Documents/My Games/Company of Heroes 3/Users/(bunch of numbers)/savegames/Campaign/italy
Drop your files directly into the "italy" folder and leave them in their own respective folders, i.e. "pressendturnforicecream" and "icecreammaybe". I didn't come up with the names. Or, well, I did, but you know what, it's a free save file so get off me back.
Start the game, load a save file ( I'd start with "icecreammaybe") by going into Single Player -> Italian Campaign -> Load (bottom of the screen).
Just keep pressing end turn until something is said about icecream, then move a ship to harbour, press end turn, move the airborne into Barletta, press end turn, and enjoy your achievement.
Procedure (how To Proc The Achievement)
tldr: Naples.
Naples is the point in the story at which all of the side missions and most of dialogue will begin appearing.
At some point after you start the campaign there will be a decision to make about where to go (Naples, Foggia, Potenza). In my case I've selected Naples, went to Potenza first, and then captured Naples before moving on to Bari. The American general makes a short comment about it and that's it; it doesn't really matter. The bottom line is I captured Naples before I went on to capture Barletta.
After capturing Barletta I had a company nearby that was almost full health, so I marched it into a machine gun bunker nearby to the West, and then retreated to be in proximity of Barletta and left them in that injured state to await the corporal's prompt.
In my previous saves I tried to rush down Barletta and/or Bari and the prompt never appeared, so I find it extremely likely that Naples is the trigger for this, and that for this to trigger, Naples must be captured before Barletta and/or Bari.
My order of operations was as follows:
1. Salerno.
2. Salerno's surrounding area (3 towns)
3. Defend Salerno.
I'm going to make a note here that I let the city get attacked instead of meeting the German company in the field. Essentially you want the "Defend" text to disappear from above the town's name. I also recruited two companies of special forces before I even finished with this area.
4. Tell the generals I'm going straight to Naples.
5. Go straight to Potenza.
6. Capture (& at some point defend) Potenza.
7. Capture Montella.
8. Capture Naples.
9. Capture Spinazzola and put some airborne in it.
10. Capture Bari with an airborne company para dropped from Spinazzola.
11. Tell the British general that I'm going to use the men on the front lines.
12. Capture Laterza with my new armoured company.
13. Capture Grumo with the airborne I para dropped on Bari.
14. Capture Altamura with the armoured company.
14. Capture Molfetta with the airborne.
15. Capture Barletta with the same airborne company. Hopefully they are carrying a bit of damage at this point. Move the free ship you get from British loyalty rewards out of harbour (even 1 buoy away will do)
16. I have marched the British armour at this point to rendezvous nearby Barletta and to mop up the company that popped out of it.
17. The airborne in my particular case were not carrying enough damage for my test so I have marched them West up to the bridge and then fell back once they got shot at.
18. Waited two turns.
19. Ice cream prompt pops. I moved my ship back to my harbor (if you didn't get a ship for free you could transfer harbours with the Dakota class that you start the game with).
20. Wait another turn.
21. The British general remarks about the ice cream.
22. Move the airborne company into Barletta.
23. Press end turn.
Another thing to point out is that while you're going through the final motions let all dialogue finish before pressing "end turn", as there are potential side missions that will be appearing that could plaster over top of your ice cream prompt.
At this point you can also wait for Bari to get bombed for the "Cover up" achievement. Let the generals argue about air defences near Bari, don't do anything, let Bari get bombed, and then they'll ask you to station some troops there. Have some nearby as this is on a timer. Once your company spends 3 turns in Bari, you'll get the achievement.
Anyhow this turned out way longer than I had anticipated but I hope it helped and good luck.
