Introduction
This is an estimation of how much public service and resources are needed to keep a population happy.
It is most useful when planning a city, when you need to know how many and how large shops, police stations etc. you need. It also tells how much resources a population consumes. That is useful when planning local storage and transportation.
For simplicity I've used data per worker, not separately for the other population groups. Consumption and needs for the non-working part of the population is included in the worker's own needs. The reason for this is that the working population fluctuates least and use most of the services. They are also the limiting factor for residential buildings and therefore most useful when planning a new city. So there is no need to worry about children's need of food, or prisoner's need of clothes. It's already included in the worker's needs.
How I Got This Data
All this info I've got by testing. Test results is only as good as its parent data. I've tried to be as accurate as possible. But as a population's need is changing, these estimations might sometimes be quite far off. Especially the public service needs. I've got that info just by looking into all the service buildings while the game is running and estimating how much of their capacity are used on average. Services needed are also dependent on things like radio propaganda, prison policy, pollution and so on. I made these tests in my current game. Policies are what they are. See the the chapter Test parameters for more details.
When in doubt, I've usually used a slightly higher value just in case.
In any case, these numbers should be close to what they should be. At least it won't be too far of. When it says you'll need 3 polices for every 1000 workers, there is no point in having 10. But if my tests are bad or your game is playing out differently, it might be 2 or 5.
To get the resources used, on the other hand, I've used data from a whole year with a quite stable population. Those numbers should be quite accurate.
In both public service and resources it's best to have some spare capacity. More for some services than others. In some cases I might mention that.
Some services, like media, electricity and heating are not mentioned at all. The need of that kind of services are more dependent on other things than population size.
