Scenario 1: One Line

One bus line is connecting the city with the industry. This works - workers are getting in on Bus Stop 1, on Bus Stop 2 nothing happens, and workers are getting out on Bus Stop 3.

(For whatever reason the bus was picking up 45 workers although there were only 15 jobs available. 15 Workers got off at Stop 3, 30 went back.)

Scenario 2: Multiple Lines

First test: bus line (green) from the city bus stop to Bus Stop 2. Bus Stop 2 is in walking distance of a train stop. The train line (yellow) between Train Stop 1 and 2 connects to the industry.

This does not work - workers are never getting into the bus.

Second test: same setup, but with two separat bus lines connecting city and industry.

This does also not work - workers are never getting into the first bus (green line).

Conclusion

Source and destination need to be on the same line. There can be stops in between, but passengers don't change their mode of transportation.
