First Arrest
Arrest your first suspect or civilian.
Fairly self explanatory. Arrest a suspect or civilian by pressing F on them while they surrender.
Make your way into the level of your choice (I recommend bringing the pepper-ball gun [TAC700] and 213 Park Homes). There is often a civilian through the garage door. Press F to order them to the ground and then press F while standing behind them to arrest them. Otherwise Enter through the front door and spray your pepper-ball gun at anybody you see while pressing F to order them to the ground. Then arrest them.
