Steps To Making Stairs..

First up, stairs are 3 long.. choose where you want to place your stairs and mine those 3 blocks

Once the area is mined place your stairs how you want them. ...

When placing stairs it's worth noting wooden stairs can be built over resources while the other stairs cannot. As long as you have the resources and a settler with the skill assigned they should build your stairs.

Going Deeper

Now that you have your first set of stairs you may want to go deeper..

Stairs need head room above so you will need to select where those stairs are going to go by mining 3 more blocks, like so

Once you've mined the head room you will need to mine where the actual stairs will go, it's best to mine the sections one at a time, the last thing you want to do is have someone mine them selves into a corner..

Now you should have the 3 head room blocks and the 3 blocks where the stairs are going to actually go, mined.

okay, now, by rights you should have your second set of stairs in place! :D

now that you have your stairs you can mine out the area you want..

i covered the head room area with floor tiles, settlers can still go under and it looks clean

A Little Extra, Beam Support

When building underground, supports are key.

I decided to go wider but placed no support beams..

i decided to have stairs on either side .. aaand i moved them back one space so i could put doors in place, doors are needed for a cool room to work. Also going one level deeper can help in hotter weather, wooden flooring works as a safe enviro for foods. natural walls are fine. and dirt ceilings ftw.
