Introduction
With losing my savegame multiple times and the randomness of recruitment, this guide might never be finished, but I already have collected some information, so I might as well share it for whoever finds some of it useful ;)
The Recruitment Minigame
In the recruitment minigame you have 5 turns to convince the Tarkhan to join you. You can achieve this by selecting one of the available Speech Cards or a Gift, if available.
Here is a quick breakdown:
Each turn you have 2 to 5 random Speech Cards available to choose.
Each card represent a different Worldview and can be either positive or negative towards this view.
If you match the card with the opinion of the Tarkhan you gain 1 or more points, if it is opposed, you lose points.
For each 3 points you get a star, up to 4 stars maximum. At least one star is required to recruit the Tarkhan, but more are always better.
If you use the same Speech Card multiple times for a Tarkhan, you get -1 point on the card for each time used, dropping a gain of +1 to zero, +2 to +1, etc. Sometimes the introducing event or greeting of a Tarkhan can also count as having used a corresponding card.
Using a Gift Card can net you points like a speech, but instead of using a turn it grants you an additional turn, even if the resulting points are negative. The same gift can be used multiple times without penalty.
If you have multiple good matches in a row with your speeches and gifts, you can get the "Good Speech" modifier, giving you additional points for a following worldview match.
Worldviews
There are 8 different worldviews in the game.
Each Tarkhan can have either a strongly positive, positive, neutral, negative, or strongly negative opinion on the subject.
Matching a positive speech on a worldview with a strongly positive or positive opinion grants you +2 or +1 points, the same is true for matching a negative speech with a strongly negative or negative opinion.
On the other hand, if the speech and opinion do not match and are opposed, you get -2 or -1 points instead.
If the Tarkhan has a neutral opinion, or a modifier for using a speech multiple times drops the gained points to 0, there will be "No Reaction" instead.
The most important thing to note is, that not all worldviews are fixed for a Tarkhan, some seem to be randomized at the start of the campaign. So what worked for you one time, might not work during the next run, more on this later.
Romani:
Strongly positive - Very proud Romani -or- Devoted to Romanis
Positive - Proud Romani -or- Likes Romani
Negative - Dislikes Romani
Strongly negative - Hates Romani
Gerat (aka Elaim):
Strongly positive - Very proud Elaim -or- Devoted to Elaims
Positive - Proud Elaim -or- Likes Elaim
Negative - Dislikes Elaim

Kindness:
Strongly positive - Greatly values kindness
Positive - Kind
Negative - Harsh
Strongly negative - Cruel
Force:
Strongly positive - Greatly values force
Positive - Appreciates force
Negative - Peace-Minded
Strongly negative - Hates violence
Wealth:
Strongly positive - Greatly values wealth
Positive - Loves wealth
Negative - Does not value wealth
Strongly negative - Despises wealth
Fear:
Strongly positive - Very afraid of you
Positive - Afraid of you
Negative - Not afraid of you
Strongly negative - Looks down on you
Order (aka Justice, Law):
Strongly positive - Greatly values justice
Positive - Loves justice
Negative - Does not value justice
Strongly negative - Lawless
Faith:
Strongly positive - True believer
Positive - Lean towards faith
Negative - Inclined to unbelief
Strongly negative - Unbelieving
Speech Cards And Gifts
There are 8 different worldviews in the game, each represented by two speech cards for either a positive or a negative opinion.
Gifts are always counted as towards the positive opinion, but not all worldviews have gifts associated with them. They are found by searching the Crew Compartments of a crashsite after a battle.
Romani:
Positive - Of the great destiny of the Romani Empire
Negative - Of the coming decline of the Romani Empire
Gift - Empire Cross
Gerat (aka Elaim):
Positive - Of the great future that awaits all the people of Gerat
Negative - Of the Romani Empire and how the Elaim need it to survive
Gift - Great Banner
Kindness:
Positive - Of the woes of the People and how you wish to aid them
Negative - Of the Fact that this is no time for Philantropy
Force:
Positive - Of the war with Kiva and why it is necessary
Negative - Of ending the war and why this must be done
Gift - Gilded Dagger
Wealth:
Positive - Of the untold riches that await the victor in Gerat
Negative - Of how the wealthy opress the people of Gerat and must be brought down
Gift - Gold Elephant
Fear:
Positive - Of how Sayadi is a good friend and a fearsome foe
Negative - Of your deep sense of respect for the Tarkhan
Order (aka Law, Justice):
Positive - Of the injustice seen through Gerat
Negative - Of how the weak appeal to justice to undermine the strong
Faith:
Positive - Of the importance of faith in these troubled times
Negative - Of the dangers of faith and the superstition it brings
Gift - Bronze Icon
Finding The Tarkhans
As far as i am aware, there are 8 Tarkhans to recruit in the campaign and the prologue Tarkhan. and the special secret Tarkhan.
At the start of the campaign you will have a direction to the location of the first Tarkhan, this seems to always be Omar Khan.
If you land in the right location, there will be a landed ship with a white "Head" icon in the city view. Clicking the ship starts the recruitment event.
How to find additional locations:
find them by accident.
after talking to a Tarkhan, they might point you to the next, closest. The direction will be recorded in your "questlog".
searching the Captains Cabin after a battle gives you a note with a direction, but this will not be recorded anywhere! Write it down or put some markers on your map, you will not be able to see this information again. This can also be a Tarkhan you already have gotten a direction for.
a rare event with a caravan can give you directions to the nearest Tarkhan.
after some time, you will get radio messages, about someone wanting to meet you. Draw lines in the direction the messages are coming from to find the source.
If the direction says the location is "far" they can be anywhere between 2500km to almost 4000km from the city you got the direction from.
Otherwise they are closer than 2000km most of the time.
Tarkhan Profiles
As stated before, some of the worldviews are randomized each game, so be aware that all of the opinions below could be dead wrong in your campaign.
Always X - I verified at least 10 games that this stat is only positive or only negative (or very rarely neutral).
Random - it always seems to be random, I got roughly the same amount of positive as well as negative reactions in different games.
Random (tending towards X) - roughly 9 in 10 times it was the same, but rarely it could be the opposite.
Imlan-Harish (Prologue)
At the start of the campaign he will already be recruited with 2 stars, even if he was recruited with different stars during the prologue.
