Solution
You are asked to create an Archangel but missing the "baby bars" part.
Actually you get it at the end of the mission.
Follow the following steps and you will open the second outpost and finish the mission.
1- Save and Exit the game.
2- Start the game and continue. The game will now give a hint about upgrading at the top.
3- Go to Jeet's
4- Open Car Upgrade menu. Do NOT open the archangel menu!
5- There should be little green icon over some of the parts. Install those parts even it is lower level. None green parts does not matter.
6- You should get a cut scene about needing to go to other outpost.
7- Drive there.
8- Do what Chum asks you to do.
Voila! You finished and got the Archangel.
