How To Find It
Look for a glowing yellow/orange spot on the ground in the room where the fallen locker is. It can be anywhere on the ground in that room. There is the lever.
Don't be like me and spend over an hour looking for it just because the metal detector doesn't detect it despite it being made of metal.
