Get The Outfit

Our greatest asset to our immortality will be the Super Swat Tactical Uniform (SSTU) outfit, which you can obtain by completing the 'High Speed' Mission in North Point. This mission shows up very early in the game, so keep an eye out when you're starting a new game.

The reason we want the SSTU is it's huge damage reduction from all sources.

All the damage you take will be halved as long as you are wearing the SSTU.

I think it looks cool so I don't have an issue playing the entire game wearing this (mostly).

Level Up Your Face

First thing you will have to do is reach Face Level 8 to get the most out of this method. You can do this as early as Face Level 2, but you wont be as bulletproof, stab proof, punch proof, etc.

Face Level perks 2 & 8 both increase the effectiveness and duration of the damage reduction you get from Herbal Tea, up to around 50% (as I have inferred, the game doesn't tell you the exact value) when you have both of the perks.

Level up your Face by doing favors and races, preferably with Face XP increasing gear. You will have to play through the story a little to have more opportunities to level up Face.

Get Your Buffs

Now that we have the outfit and the right perks, we can start working on getting that 100% damage reduction.

Find an Herbal Tea vendor, they are at the tea icons you can find on the map.

Go to the vendor and buy the tea from him.

Once you drink the tea, congrats, you are now immortal. Sort of.

Theres still an issue however. We're still not completely immortal. You can still be damaged by bullets and poisoned melee weapons even with everything we've done before now (both damage types must have resistance piercing or something).

We wont be able to nullify these damage types without the face meter active, but we can negate them.

So we'll have to get some chow.

Look around for a pork bun vendor and buy a pork bun for him.

NOTE: Any other food will work fine, but you won't ever be a whole man if you don't eat the pork buns.

Now we have health regeneration, which will heal the bullet wounds and poison faster than you can be damaged by them as long as you're not taking any damage.

Now you're immortal.

Have Fun!

Now that you're immortal, you can do anything and nothing except being arrested or a failed mission can stop you! Kill to your heart's content, go cliff diving, drown, set yourself on fire, jump into oncoming traffic, anything goes!

Is This Cheating?

tl:dr No, but it makes the game very easy

My reasoning being you're not exploiting the game or using any bugs to get 100% damage reduction, you're using an outfit the game gives you as well as perks that stack with its effects. The herbal tea and health regen are also not permanent, and need to be bought again after some time to keep the buffs. The buffs can also be removed upon failing a mission one way or another, or being arrested by the police, so in a way you're not completely immune to everything.

Additional Notes:

The SSTU has additional abilities that make you even more overpowered! This includes the ability to arrest enemies at low heath, take control of NPC's vehicles without the police chasing you for it, and also a taser you can use while grappling enemies. (The last one can be seen as a downside if you're like me and like using the knee break move, as you cannot perform grappling attacks with the SSTU on)

You will only have 50% damage reduction on story missions and side missions that change your outfit for its duration
