Change Your Screen Monitor Resolution
Later i tried changing my default screen monitor to 1366x768 and BOOM, from 16fps i got to around 70-100fps in single player, and 40-60fps in multiplayer, sounds riciculous but it worked with me. Please reply to this guide if that works with you.
