You need get all the flowers showed in the compendium and then you can go to Sgt. Lake and buy it from Angel. Easy right?
FISHING HAT
Same as the farming hat, get all the fishes in the compemdium and then buy it in Sgt. Lake.
BUT you will need a lot of pacience for this one because that ARTIC FISH is pain in the ass to get. (took me like 2 hours)

HUNTER HAT
Same as the other, get all the feathers and go to stg. lake to buy it.
MILITAR HAT
This one is easy!! You only need to go to the military base and loot.
This one give more damage when u shoot.
