Software Needed
This guide to help you get your controller working using Steam Input for Final Fantasy XIII.
Any other software like DS4Windows that emulates XInput can be ignored for this guide but alternatively can be used.
For DS4Windows you only need to disconnect other controllers being used like Razer Tartarus keypads and other peripherals that show up as a Controller in General Controller Settings in Steam.

Making Sure You Do Not Have More Than 1 Controller Connected
Final Fantasy XIII is abit funny when it comes to multiple controllers connected and even though everyday we use M&K (Mouse and keyboard) other people will have other Peripherals connected to their PC like Keypads for MMORPGs and other games that use alot of keybinds.
To find out how many controllers you have connected to your PC you can simply disconnect the controller you want to use for Final Fantasy XIII, head to Steam settings for controllers under Steam -> Settings -> Controller -> General Controller Settings. It will tell you how many controllers connected. If multiple controllers are connected disconnect them all then connect the controller you want to use and make sure that your controller support is enabled for instance select PlayStation Configuration Support if you want to use a PS5 Dualsense or PS4 DualShock controller.
Configuring Final Fantasy XIII For Steam Input
To configure Final Fantasy XIII to use Steam Input is as easy as right clicking on the game in your library and then going to Properties -> Controller and then selecting Steam Input Per-Game Setting to always enabled or forced enabled. This will basically ensure that Steam Input is turned on for Final Fantasy XIII regardless if you have fiddled around with the General Controller Settings that we did earlier.
