The Method I Used
If you made it to Pandaemonium and ended up leveling your skills normally you'll more than likely be at level 11 or 12.
It was suggested to use Black Flan monster 079 to grind your skills on. However Black Flan is a Rank 5 monster, which to my understanding doesn't allow you to get to level 16 on.
An alternative method and monster I found best in my experience is this guy here. 095 Mythril Golem is a rank 7 monster. If you use the weakest weapons available you will never do much to this guy. He'll more than likely flee before/if you kill him.
Mythril Golem only does regular attacks so you could have your other party members using Haste/Protect/Blink the entire time. In my experience you won't take enough damage to have to watch the screen with buffs on.
The best place to encounter one that I found is on F4 of Pandaemonium. One more thing to note is the Mythril Golem can't seem to take a hit very well from fist attacks. You will not one shot it with your fist, but if you plan to level fists on them you'll have to pay more attention and cure the monster every few turns. They have 2000 health to keep track of.
