I have made a tier list for the survivor perks in DBD. I hope you enjoy my guide. Please do note that this is a subjective guide. I will elaborate on my choices for the top 2 tiers (Only S and A tier perks were ordered in terms of effectiveness). And also give short explanations about the perks in the lower tiers when I deem necessary. Besides those, I also suggest you to stay away from the D tier completely. With all that out of the way, let's start.

The List
The S Tier Perks
All the exhaustion perks are here,what a surprise right? They are literally the best perks in the game. Their main purpose is to give you a short burst of speed (excluding dead hard). In dire situations inside chases. This allows for a whole lot of new options while looping (The main purpose of exhaustion perks). Also note that all Sprint burst, Lithe and Balanced landing all give the same speed for the same duration.
Balanced Landing: The overall top choice,it has the ability to create infinites and get away from the killer in the most unfavourable position:Falling down. As you have a "staggering" timer when you jump from a high place and the killer does not,they can easily catch up to you which balanced landing nearly negates altogether. So not only you aren't getting hit where you should have because of a stun, you also get a burst of speed which lets you run to another tile.
Lithe: A burst of speed that activates on your own will (vaulting a pallet or window). This can be used to end a chase,run to another tile,save the pallet of an important tile or remove the risk of getting hit by escaping from an unsafe loop.
Sprint Burst: The simplest exhaustion perk.As soon as you press your "run" button (Default binding set to shift), it grants you the burst of speed,but what makes sprint burst worse than the previous two? As mentioned before,most of the times it can NOT be preserved for the right time of use. Even if you do,that is a burst of speed you can use whenever you want with the expense of waiting 39 seconds to set up. Furthermore, when you do set it up you have to keep on running.
Dead Hard: This perk doesn't give you a burst of speed. Instead, you dash forward for a short distance and become invulnerable until the end of the dashing animation.I find the burst of speed more reliable and safe as opposed to this although dead hard can save you in situations where others can't,but those could be avoided by using any other one.
Adrenaline: This one is special. Instead of the standard burst that is granted to you (150% percent movement speed for 3 seconds), Adrenaline gives a total of 5 seconds and heals you for one health state. The catch is that this perk can only be activated once when all the generators have finished.
The A Tier Perks
- Decisive Strike: Allows you to stun the killer for 5 seconds after being picked up from the ground within 60 seconds of getting unhooked (Can only be used once just like adrenaline). It is a really good perk that I recommend using,only reason for decisive strike to not rank up higher is that you may not be able to use the perk at all if the killer slugs you, as this completely negates the perk it isn't totally reliable.
- Alert: When the killer does any action that is in the "breaking" category, you see their aura for 5 seconds.This means you have constant vision over them which can be used to mind game the killer on tiles or just to see how close they are to you.
- Object Of Obsession: When you are out of the killer's terror radius and look at their direction, both you and the killer see each other's aura.This perk can be used to a better extent than alert with proper positioning but it does not help you inside chases at all which makes alert a better choice.
- Borrowed Time: If you unhook someone whilst in the terror radius of the killer,the unhooked person will gain the "endurance" status effect for 15 seconds which means they will not be put into the dying state when hit,instead they will be put into the deep wound state which they can mend out of.This perk can turn the tide of the whole game,but there also is a possibility that you won't use this perk at all.
- Spine chill: This perk can fill out lots of different purposes and it is really versatile.Because of that, this video from Pain Reliever will do it more justice.
- Unbreakable: You can recover from the dying state faster and pick yourself up only once.The faster recovery speed always stays though.The perk user can also %99 recover themselves without using unbreakable to get up which enables the survivors to spend less time while the person can use unbreakable once again.
The Notable Perks That Aren't Top Tier
- Windows of Opportunity: This perk is solely in this tier for the amount it helps newer players.This can help them find pallets/windows easier and not put themselves in bad positions
- Dance with me: Combined with lithe,the killer can completely lose you if they didn't see where you were going after the vault which both saves up useful tiles and makes the killer spend time trying to find you or a new person.
- Iron will: Grunting noises are no longer audible by the killer,great.This allows for jukes where the killer has to guess which direction you are heading by the noises your character makes.
- We're Gonna Live Forever: Extra bloodpoints, everyone likes that.
