Adding Rebels To The Campaign
To add rebels in the campaign, go to your Medieval 2 Total War file, then go to the descr_strat file in Medieval II Total War\data\world\maps\campaign\imperial_campaign.

Adding Rebels To Custom Battles
To add the Rebels to the custom battles, you must first unpack your game. As a warning, you should back up your game before you do any major modifications such as this. It can break your game. To do so, run the unpacker and let it finish. After that, go to the medieval2.preference, and deselect read-only under properties. Next, open it and add [io] file_first=true Then select read-only when you are done editing the preferences. This will allow you to run Medieval 2 with the unpacked files.
Next, go to descr_sm_factions, and search for the "slave" faction. Under their tag, you will find "custom_battle_availability." Change the "no" to "yes." To have it appear on the faction selection screen, go to another faction and change "custom_battle_availability" to "no". The full roster will appear only when you have "All Periods," otherwise you will only see 2 units.
The Rebels have the most varied roster, due to the various armies they represent. They field interesting units such as many Crusader units, Hussites, which are effective crossbowmen, and Elephant Rocketteers.
If you host a multiplayer battle with these modifications and others without them join, the rebels will be available.
