Вот, что нужно сделать
Библиотека -->Правой кнопкой мыши по игре--> Свойства-->Язык (вот тут самое интересное, по умолчанию стоит Русский, а меню и сабы на англ. Переключил на англ, потом назад на Русский, скачало 1,4 Мб. Меню и субтитры стали на Русском.
