Second you can look every 1-2 in game days for stray plorts and put them where ever they wont make tars a single stray plort can make a ton of tars.
3rd if you don't go to sleep you don't skip time once i went to sleep in game to see when i woke up there was a tar outbreak i have never had a tar outbreak ever after i have followed these rules.
Now for how to stop a tar outbreak if one happens first you will want to carry around water just in case you come back to tars or you can use the mechs that target tars and kill them.
