Its Literally Right At The Start
There are some crates where you retrieve Dave the box and there is a breaker which opens a door a bit behind which leads to more breakers and doors.
Note: It only gives the achievement on a private server. I dont know why it doesn't work on a multiplayer but the same goes for the Breaker Master achievement.
