THE STEPS
After weeks and weeks of fiddling around with my connection and windows settings here is the definitive guide to finally say goodbye to online lag in PES 2017.
1) Only use Ethernet,never use a wireless connection. Even if your modem is right next to your pc with perfect wifi signal you will have packet loss and suffer from random disconnections. PES 2017 is not optimized for wifi unfortunately. Since I switched to Ethernet I never had a disconnection by my side and I have finished more than 70 online matches without any problems.
2) Contact your ISP and request them to change your connection protocol to "fast pathing" mode. What this pretty much does is prioritizing ping over download-upload speed. Your download speed will be 5%-10% slower but it is a must for online gaming. Before enabling fast pathing I had 20-30ms in Speedtest,now I have 3-7ms. All ISP's offer the fast pathing protocol and it's free of charge. It also takes about 20 minutes for it to be enabled since you request it.
3) Download TCPOptimizer. Click the link below.

What it does in simple words is optimizing your connection by disabling all the unecessary calculations that windows use on your connection therefore making it more stable and reliable.
All you have to do is run a Speedtest on www.speedtest.net to check your download speed,run TCPOptimizer as administrator,choose your download speed on top,choose your Ethernet adapter below,choose the "optimal" setting at the bottom and click apply changes. When it finishes reboot your pc and you're done. You won't see a difference in ping-download-upload speed with this tool. It will only affect the responsivness and reliability of your connection.
STEPS 4 AND 5 ARE THE MOST IMPORTANT ONES. MAKE SURE YOU GET THEM RIGHT
4) Next step requires port forwarding,to check on how to do this go to www.portforward.com. It's a very user friendly site and it's easy to find out how to do your port forwarding for your router. After finding out the specific process for your router you need to forward one of the following UDP ports (5730,5731,5732,5733......5740). These are the ports that PES 2017 uses to operate online. Choose one of them and forward it (no need to forward all of them). Restart your router.
5) Open the settings.exe in your PES 2017 root folder and go to the online tab. Untick "Auto" and type the port number you just forwarded,disable voice chat if you have it enabled below as it will only make your connection worse,click ok. With this step you make sure that the game uses the port you manually forwarded for online. If you choose the "Auto" option the game will use UPnP to work online instead of the port you forwarded. What UPnP does is automatically forwarding a port when an application needs it so you don't need manual port forwarding. But it doesn't work as good as manually forwarding your ports and adds latency to your connection. IT IS THE MAIN REASON WHY MANY PEOPLE LAG ONLINE IN PES 2017. Do not disable UPnP through your router though,many other applications and games require it to work properly (like Skype for instance).
6) Disable your Windows Firewall and antivirus. They are both useless anyway. If you're paranoid with that stuff though and don't want to disable them add exceptions to both of them for the pes2017.exe .
7) Download the connection checker tool that KONAMI provides in this link.

Choose the PC one obviously. Open it as administrator and type the port number you used on steps 4 and 5 and run the tool. The results you need to get are the following:
[Check Results] We recommend you to use a setup which is indicated with a ""O"".
UPnP enabled.
Auto Setup Mode: [O] Playable
Manual Setup Mode: [O] Playable
* Manually setting up your ports should allow for a good connection.
If the results show otherwise repeat-recheck steps 4-6.
8) Go to your Steam library and find PES 2017,right click and select properties,choose the language tab and select the language of the country you live in. For some weird reason PES 2017 connects you to their servers based on your language preference and it is confirmed to do so. So if you live in England for instance and use Spanish in game,online matchmaking searches primarily for people using the Spanish language in game instead of searching opponents based on your location. Choose tha language of the country you live in to solve this problem.
9) (OPTIONAL,but worth checking out)
If you use a DirectInput controller download x360.ce (32-bit version) and turn your direct input controller to Xinput. Also choose xinput in PES2017 settings.exe . For some reason xinput mode seems to be more responsive in game than directinput mode. On the other hand many players confirm that directinput works better for them. So it seems that there's not a definitive answer to this and depends on the controller you use and your pc. I recommend to check both options and find out which one works better for you. I personally use a ps2 controller through a usb adapter in xinput mode using x360ce and I have zero input lag in game.
