Yes, but only if you're planning on it anyways. You'll easily out level whatever you can craft unless you dedicate serious time to it, and even then maybe still an issue.
Just and FYI: after you hit 60, you have access to faster tools.
Yes, but no. Should you "prioritize" it? No. Is it nice to have a little bit done as you go, especially if objectives are along the way? Yes. If you're questing in Brightwood or Weavers, it's nice to be able to just pick up the starmetal or silk threads, no questions asked. A little bit of engineering is also super POG: tools don't drop out in the wild. I don't condone crafting and rerolling your steel or starmetal tools multiple times, but being able to make somewhat level-relevant tools just feels really good.

Do we still need to make those key things for dungeons?
No. Instead we have the daily/weekly lockouts just built into the group finder boards. The material cost with these were too frustrating, and we've found better uses for a lot of the components anyway. The OG boss Trials(Avarice/Pools, Zyggy/Malevolence, Siren/Spire) still do use orbs, but that's not as big of deal IMO as the dungeons.

Should I be doing all of these little yellow quests that are literally EVERYWHERE?!
....No? you can if you want, they do give gold and XP (which can help you level up if the MSQ starts progressing a little too fast for your level/gear), but unless there's a specific quest marker that gives a thing you're looking for(Example: camp upgrades, don't feel like you have to.

What are some generally good and reliable resource farming spots?
Highly recommend a "taste test" for yourself. It can vary depending on what you're looking for and what people are trying to check off. Also, the minute one is discovered, everyone else hops on the bandwagon. I discovered a super good Mythril (high end metal) farm out back behind the Eden Grove settlement, and every day since, there's been like 5 people in that cave flash farming the nodes on spawn. Obviously it's not THAT good of a farm anymore, due to competition with other players. On the flip side, back in 2021, I used to farm metals in First light: it wasn't the most abundant source of Iron or silver, but I did fight with other players for it significantly less than I would've other places.

What is a good source of income at low levels (e.g. what things can I farm at low-level that high-levels will pay out the ass for because its tedious)?
Chopping trees, tbh. If you don't mind the tediousness, you can sell green wood, aged wood, and stone. The price is only so low because there's such a low barrier to entry, but nonetheless, it sells reliably.

What the heck changed with the Territory control/Tax rate system since launch?
I hear its all fixed tax rates now?
Whats this about world-wide pooling and distribution of funds?
How does that work?
Does it mean non-Everfall/Windsward territories actually have a purpose now (which were exorbitantly rewarding compared to literally every other territory)?
Taxes are more evenly distributed across all territory owners. ie, WW is a huge a money maker and some of the taxes go to all other settlements now. Taxes are more of a weighted shared pool. WW will still make more money than MD, but MD makes more money than it used to.

What are good places to buy houses and why?
Any of them really. The only time it matters is if you need a town crafting buff. It can be worth keeping a 'cheap' house that you can move if this tends to be an issue for you. You should be fine with houses in EF, WW, MB, BS, and BW though.
When buying a house, you're going to see the most immediate value out of the FT recall. I like having my houses in endgame areas for that reason. Reek especially, Because the town is the closest possible fast travel point to siren. Brimstone is similar, because of Helio/Khepri, and acid pool/glyph chests. Other than that, there's a little bit of personal nuance: it's harder to argue places like Cutlass or Mourningdale if for some reason, you legitimately spend most of your playtime there. It also depends on the owners and town buffs as well.

What Faction should I choose, and not literally which of the three is 'better', but more in the sense of, does the lower-pop faction have a generally garbage experience, so I should figure out the high-pop zergy faction for a better experience, or does the lower-pop faction get some benefits that make being on the zerg-faction worse or less fulfilling? Is there a generally-accepted global opinion, or is it server-specific?
None of them are inherently better, but generally Covenant is the least popular one on most servers from what I've seen. No idea how you'll feel getting zerged or being the zerg, that's personal pref. It's more about how coordinated your group/raid/fac is I think.

Where can I find decently-balanced-for-my-level-PvP prior to max level? Is there a reason to flag for PvP as a low-level when any higher-level player I stumble into can one-shot me?
All I could even begin to say is that your level will give you less access to stat points, and your gear isn't going to be able to contribute as much due to Gear score/level requirement.
No, don't bother PVPing before max level. Frankly if you have to ask, then definitely no - as a mediocre pvper I'm not trying to be elitist here but either you like to pvp or you don't and it's bearing on rewards won't really matter that much. You're not going to get enough xp to move your pvp xp track in a meaningful way. And you'll out level whatever gear you get pretty quick too.

What do I do with all of this Azoth I'm already capped on?
This used to be predominantly used for fast-travel, didn't it?
Now that that is dirt-cheap, does this system have a new purpose now, or is it just a vestigial system you don't even have to think about anymore?
Reroll activities on your season activity card, save your vials for crafting, more rolls, etc...
