At level 21 chatterskull can remove all buffs.
Alternate Strategeisyi
He uses lots of buffs and gets sad if he is debuffed but also uses actions to remove them, outside of agility debuffs which reduce him to +1 agility. Dekaja is good which is why i suggest skull to beat the angry skeleton
but you can find other sources, its also worth noting that matador doesn't remove buffs so thats a viable strategy.
