Now my english is not be best but i will try to explain as best as I can.For some people, when they try to start Hotline miami from steam, it will show them that they need to install .Net Framework 3.5 but when you click install it will show an error. Trying again will to the same thing.

The Solution

To solve this problem, you need to go to what ever hardrive you have the game installed. go to the folder called Steam, then go to steamapps, then to common. There you will find a folder called hotline_miami. Open the folder and then just start HotlineGL.exe . If you want to make it easier, you can just make a shortcut to your desktop.

If you somehow managed to understand that through my butchered english i hope this helped
