Simply jump on the car and toss the backpack over the fence while jumping. You may hit an invisible wall the first few attempts.
And Then
Travel to sector A and retrieve the backpack from near the truck/trashcan.
But Does It Work The Other Way Too?
That's a good question! Simply follow the wall to the right until you hit the air vent. Stand on those wooden pallets and toss it over the wall while jumping.
