[Solution that worked for me]
The first step is to make sure you have any third party antiviruses e.g. Kaspersky, Malwarebytes, or ♥♥♥♥♥♥♥♥ ones like McAfee or Avast. This is the issue I had as Kaspersky was blocking BO6 from opening.
[Extra steps]
Make sure to wait for shader pre-loading to complete before opening BO6 from CoD HQ.
Try launching, and if this does not work, verify your game files.
Disable any external firewall/port blocking/DNS software.

If you tried enabling run as admin on cod.exe disable it as that will not work.

You can try reinstalling OR install from the dreaded Battle.net launcher to see if that works.
