Intro

Here's how(click to enlarge images):
Step 1
Follow the red line in the picture to get to the upper deck:
Step 2
Get to the upper deck and enter the door that takes you into the room with all the pipes:
Step 3
Once in that room get to the lowest platform that is all the way down. This if from where you originally came:
Step 4
Check if you're in the right position. The sign on the wall should say "Caution 3". Face it:
Step 5
Right opposing the sign at the top of the room is an vent. If you look all the way up a grapple icon should appear. Grapple all the way back and you should be able to get back to the boiler room:
Step 6
Once you're back into the boiler room look for the door with both an "Exit" sign and a BOILER ROOM SIGN. After that the game continues.
Pretty ♥♥♥♥♥♥ of WB to leave such a game breaking bug in the game. Finding your way in this game harder than the boss fights.
