Play on Halloween or change your date(10/31)
Go to Langstrom's cell in the GCPD and talk to him
Go to the area where Langstrom's lab is
Use your grapple in this area and wait for a surprise.
Aftermath
Go to the GCPD and talk to the officer near the isolation cell to discover what happend. You will see that Man-Bat has escaped, and that one prisoner is missing.
