Currently the "Offense Is the Best Defense" achievement is bugged and does not unlock for players who went the route of defeating all enemies in the sixth Saladin mission "The Lion and the Demon". Here are some workarounds that will allow you to unlock this achievement without having to wait for the developers to fix it.

Workarounds For The Bugged "Offense Is The Best Defense" Achievement

Tip: I highly recommend you save the game just before you're about to defeat your last enemy so that if one method listed here doesn't work, you can reload and try another. I know that's what I had to do.

Method 1: Defeat The Persian Outpost

Other players have claimed that setting their diplomatic stance with the Persians to enemy or neutral and then defeating them allowed them to unlock the achievement. Personally this one didn't work for me, but you're welcome to try it.

Method 2: Partially Construct The Wonder

I discovered this method myself through trial and error and it actually worked for me. What you're going to want to do is lay down the foundations for a Wonder and then have your villagers partially build the wonder. Do not finish the wonder or this method will not work. Once you have done this, cease all construction on the wonder and defeat all of your enemies, then the achievement will unlock.

Method 3: If All Else Fails, Try Them Both At Once

If neither of these worked for you, try defeating the Persians, then partially constructing a Wonder, then defeat all your enemies. If it still doesn't unlock then you're gonna have to wait for the achievement to get patched or for a new workaround.
